其中包括「地層注入」、「排放入海」、「蒸氣排放」、「氫氣排放」及「地下埋設」等5種處理方式。日本政府經與「繼續儲存」進行比較後認為，由於「排放入海」及「蒸氣排放」在過去曾有先例與處理實績，因此較符合實際狀況。而其中的「排放入海」因無排放設備上技術性問題需克服，再加上較易於監測，因此選擇其作為較能確實處理ALPS處理水之方式，另外國際原子能總署（IAEA）亦認為其係「根據科學性分析」所做出的選擇。
